Ensuring access to everyday services is a key challenge for the sustainable development of rural areas. In particular, people with limited mobility depend on local access to essential goods and services. At the same time, demographic change, shifting consumer behaviour, and long-term structural transformations have led to a gradual decline in local service provision, affecting the quality of life in many rural communities.
Commissioned by the Bavarian Administration for Rural Development, the Technical University of Munich and the University of Bayreuth investigated the spatial conditions required to secure everyday services across Bavaria. Based on the findings, the project developed recommendations and strategic approaches to support long-term local service provision and strengthen spatial structures in rural areas.
Methodology and Key Findings
The study was organised into two complementary work packages.
Work Package A – “Spatial Knowledge Bavaria” developed a detailed understanding of the spatial structure of everyday services across Bavaria using high-resolution geospatial data.
Work Package B – “Trends and Actors in Everyday Services” examined the factors influencing the spatial distribution of service locations across different sectors of everyday provision.
The methodological approach enabled, for the first time, a comprehensive statewide assessment of potential service deficits. Rather than relying on administrative boundaries, the analysis focused on neighbourhood-scale and settlement-specific structures, providing a more differentiated understanding of local and cross-municipal service provision.
The findings demonstrate that inadequate service provision is not limited to sparsely populated rural areas. Critical situations can also be found in more densely populated municipalities located near metropolitan regions, while some remote rural communities maintain remarkably good levels of local provision.
The study also highlighted the importance of the internal spatial structure of municipalities. Around half of the population living more than three kilometres from the nearest grocery store resides in municipalities where services are concentrated in the main settlement, leaving outlying districts with considerably longer travel distances. These are often small and medium-sized towns with up to 20,000 inhabitants—a settlement type that has rarely been the focus of previous assessments. The remaining share of potential underprovision affects approximately 500 municipalities without permanent local retail facilities.
Further analyses emphasised the important role of small-scale everyday infrastructure as places of social interaction and their contribution to the vitality of rural communities. The study also found that municipalities' own perceptions of local service provision sometimes differed considerably from the data-based analyses. Integrating both perspectives is therefore essential for developing effective strategies to secure everyday services in rural areas.

Shared Service Provision and Partnerships
The study demonstrated that ensuring local service provision requires cooperation at multiple spatial scales. While some challenges can be addressed within individual municipalities, others call for intermunicipal or regional collaboration. As local services continue to decline in many areas, coordinated partnerships between neighbouring municipalities are becoming increasingly important.
Quality of Life, Social Cohesion, and Everyday Services
Facilities providing everyday services fulfil functions that extend well beyond basic supply. Grocery stores, childcare facilities, primary schools, and general practitioners also serve as important places for social interaction and community life. Safeguarding these facilities therefore strengthens not only local service provision but also social cohesion and the overall quality of life in rural communities.
Spatial Knowledge as a Basis for Rural Development
A detailed understanding of spatial structures is essential for informed decision-making. Fine-grained spatial analyses reveal challenges that often remain hidden in assessments conducted at the municipal level. At the same time, technological innovation and changing lifestyles continue to reshape patterns of everyday service provision. Spatial knowledge must therefore be continuously updated to support sustainable rural development.
